Abstract

The aim of the article is to review the evolution of performance measurement systems over the past few decades, and analyse the strengths and shortcomings of contemporary performance measurement systems. The article examines the similarities and differences of performance measurement in public and private sectors. The experience gained in quality management and process improvement systems could be transferred to performance measurement systems. First, it could be applied in the area of process measurement, second, it allows enrichment of performance measurement – stakeholders’ analysis to meet their needs and mechanisms - Kano model, Affinity Diagram, Critical to Quality Tree and so forth. Such integration with quality management and process improvement systems enable the convergence of performance measurement systems to the requirements of the third generation systems.
