Abstract

Any organization finds it challenging to determine an optimal number of civil servants. This paper offers a solution to this problem. The article presents a methodology to determine the number of civil servants for any public institution. The first stage is to separate the functions for civil servants and to group them according to the mission of an institution as well as the competencies and skills of the civil servants. To reach this goal it is important to use different methods to estimate average timing for each job, periodicity of their performance and calculate the sum of time span per year. This average time span could be used as a basis for setting the optimal number of civil servants. The essence of this methodology is based on a queuing system model, estimating that any assignment needs to be performed. The indicators which evaluate the work process are suggested. The article also describes the baseline data and the ways of their interpretation. A pilot project applying this methodology is described, showing the practical value of the suggested methodology.
