Theoretical aspects of social impact evaluation of public private partnership

This article addresses the concept of public private partnership. The authors seek to negate a prevailing opinion in Lithuania that PPP is a synonym of privatization. Cooperation of public and private sectors have deep historical traditions. In this case it is not fully correct to analyze PPP in the context of new public management.
The second part of the paper presents a principal scheme of social impact valuation. Theoretical and practical studies confirm the uncertainty of the impact in this type of projects. The main difficulties that arise evaluating impact are lack of end-user needs orientation and holistic policy view.
