Trafficking of women and prevention of prostitution in Lithuania: analysis of projects budgeted by the government of the republic of Lithuania

Abstract


Trafficking in Human Beings and Prostitution Control as well as Prevention Program as of 2002-2004 announced by the Government of the Republic of Lithuania indicates an objective to eliminate trafficking in women and prostitution reasons and conditions, develop system of prevention restricting trade in people and prostitution.
Ministry of Social Security and Labour of the Republic of Lithuania supported state and private organizations projects intended for reluctant prostitution victims’ social support and reintegration into the society. Majority of organizations, which received support in 2003, undertook an obligation to perform prevention activity including direct reintegration support of prostitution and trafficking of women victims.
The aim of the study and scientific problem is indicated by the following questions:
1. What prevention activities shall be performed by the organizations involved in Trafficking in Human Beings and Prostitution Control as well as Prevention Program as of 2002-2004?
2. What is the content and form of these activities? Do applications and reports include detailed and methodic activity content?
3. What is the evaluation of prevention activities performed by the organizations, which undertook the obligations and submitted applications (received funding) for the project initiated by the Ministry of
Social Security and Labour?
The study includes analysis of projects applications as of 2003, reintegration support institutions personnel survey, interrogation with managers and personnel of organizations acting in the field of trade in people and prevention of prostitution.
Study conclusions and evaluation specify trafficking of women and prevention of prostitution activities performed by organizations, which received the Ministry of Social Security and Labour support. Recommendations of projects intended for trafficking of women and prevention of prostitution were submitted. Projects evaluation criteria were proposed.
