Abstract

Administrative language must follow the requirements of regular language applicable in all of its areas, including pronunciation, stress, vocabulary, formation of terminology and grammar forms, cases, prepositions and other structures of syntax. What is not appropriate for general language cannot be appropriate for administrative language. This article focuses on uncommon expressions used in the Codes of the Lithuanian Republic and their commentaries. It also analyses the causes of unusual vocabulary that is not acceptable in general language.
Words and word compounds in administrative language should be used in the same meaning as they are used in general language. Where resources of general language are limited, different expressions are to be found. For example, new meanings may be provided: an adjective ‘pilnas, -a’ is used as the opposite for ‘sutrumpintas (‘pilnas ir sutrumpintas dokumento pavadinimas’, ‘pilnas ir sutrumpintas įmonės pavadinimas’)’. Each of such cases must be justified by usage.
These matters must be distinguished from the language mistakes that appear in dictionaries of administrative language. It is inappropriate to use the expressions that are unacceptable to general language, such as ‘betarpiškas’, ‘išsireiškimas’, ‘pasisakyti’, ‘pasisakymas’, ‘prisilaikyti’. These words might appear due to the influence of other languages. Rejection of appropriate terminology impoverishes administrative language.
Some inadequacy in application of general language may be due to uncharacteristic meaning of our own expressions, for example, ‘įvykdyti pažeidimą’, ‘patalpinti įtariamąjį’, ‘patalpinti skelbimą’, ‘pilnai atlyginti’, ‘glausti terminai’, applied instead of common vocabulary. Moreover, vocabulary mistakes emerge because of the similar expressions, such as ‘dvigubas’ and ‘dvejopas’, ‘įrenginys’ and ‘įrengimas’.
For the sake of language correctness, it is necessary to ensure that uncharacteristic expressions are not included in the Codes of the Republic of Lithuania, particularly when it is possible to avoid wrong usage.
